How each department's procurement looks, grouped by the party in office. A descriptive comparison over open data — not a management score: the data cannot attribute causes to a party.

How to read this

Each indicator is shown two ways: the median of departments (every department counts once, size-neutral) and the size-weighted aggregate. Party is public electoral record — who governed that year — never an attribution of the spending.

Population: INE — Censo 2023 (2023), for spend per resident.

How NOT to read this (confounders)

  • Montevideo is 37% of the country and always FA-governed: it inflates any aggregate.
  • FA governs the urban areas, PN the rural interior: different baselines.
  • Departmental terms don't line up with presidential ones.
  • Reporting completeness varies widely across departments.
  • Correlation isn't cause: the party in office doesn't by itself explain the spending.
