Analysis

Did spending rise, or did the peso just fall?

Public procurement year by year, with inflation stripped out and data artefacts removed. For each year: how much of the change is prices, how much is more bodies reporting, and how much is money that actually moved.

What this page measures

It measures the State's purchases and contracts as published in open data (OCDS, Compras Estatales). It is not the national budget: wages, pensions, transfers and debt interest are out of scope. On that base we make three corrections, because without them the series lies:

  • Every foreign-currency amount is converted at the rate of its own month, not today's.
  • Everything can be read in today's pesos, deflated by the Unidad Indexada of each contract's month.
  • 17 records with an impossible amount are excluded (a contract total loaded as a unit price). See the full list.

In 2025 public procurement totalled $ 179.6 billion, down 16.6% on 2024 in current pesos. Inflation accounts for $ 10 billion of that: net of it, spending fell 21.2% in real terms. A single contract is 25.2% of the real change: LICENCIA DE SOFTWARE (Administración Nacional de Usinas y Trasmisiones Eléctricas → ARNALDO C CASTRO S A, $ 11.5 billion). Across comparable article codes (26.1% of the year), the change splits into $ -2.1 billion from unit prices and $ 11 billion from quantities — quantity dominates.

A partial, directional read rather than an accounting identity: the feed stores quantities truncated to integers, so the price/quantity split carries noise. It does not add up to the year's total.

What we excluded, and why

17 records worth $ 4.603,72 mil M were left out of the series: their value in today's pesos exceeds $ 50 mil M, the ceiling above which a record is a load error rather than a contract. Each one links to its page so you can check it.

Method

Deflator
BCU Unidad Indexada, monthly average. It is the unit the BCU itself adjusts with the CPI, so there is no base year to go stale.
Exchange rate
BCU monthly average, applied at each contract's own month. The feed's precomputed amount uses the rate of the day it was imported, which is why it is not used here.
Bridge
Base + inflation + entries + exits + panel change = total. An exact identity, not an estimate.
