Spending for the year

What the Uruguayan state bought in 2004

In 2004 public procurement totalled $ 18.9 billion, up 8.5% on 2003 in current pesos. Inflation accounts for $ 1.4 billion of that: net of it, spending rose 0.4% in real terms. $ 169.4 million of the real change is not more spending but more (or less) coverage: 13 bodies reported in 2004 that had not in 2003, and 7 stopped reporting. A single contract is worth 90.7 times the whole year's real change: Centro de Fotocopiado promedio 20000 copias mensuales (Dirección Nacional de Aduanas → LA OFICINA S.R.L., $ 6.9 billion).

From one year to the next

Each year's change, split into parts that add up exactly. The previous year is first re-priced to this year's price level; what remains is real change, and that is split between bodies entering or leaving the record and those present in both years.

The largest contracts of 2004

When a single contract is a large fraction of the year's change, the year did not rise — that contract did.
