The state can't give you a reliable total
A handful of official records carry corrupt quantities. A single award declares 1,200,007 generation units at USD 519,788 each: USD 623 billion —about eight times the country's GDP— in one contract.
Three records like that hold 86% of all reported spending. A «total spent» headline would, in effect, be the sum of those errors. That's why the figure above is the median: half of the state's purchases are worth less than that, and it doesn't break on one bad number.
