A state casino spending is half the gambling business — machines, chips, parts, cash-in-transit — and half running a big venue: cleaning, security, AC, advertising. These are the rubros with the most contracts (the most reliable measure; per-rubro spend is approximate).

The agency raw totals are inflated by a few records with corrupt quantities; a plausibility-capped total is used, and rubros are led by contract counts (exact). Per-rubro spend is approximate.

The TOCAF makes public tender the general rule. At the DGC, of purchases with a recorded method, public tenders are just 216 of over 4,400. Direct contracting and its variants dominate.

Not all direct buying is objectionable — an urgent part, a small amount. But the ratio shows where to look: the less that is tendered, the less competition, and the more weight falls on the discretionary choice of whom to buy from.

We verified, record by record, the method of eight rubros. A logic appears: goods that can be specified in a tender document are tendered; the “exclusivity” exception is kept for proprietary hardware and for hospitality.

Top suppliers by capped amount (the agency own records as “supplier” and those of other state bodies were removed as data artifacts). The first concentrates a huge share and deserves its own look.
Top DGC suppliers
KALTE S.A. leads with a very large share of capped spend; its contracts are worth opening to understand what they are. SAMALIR, TECHNO GAMING and I.C.M. are recurring suppliers of the gambling business (chips, machines, parts).

This is an analysis of public procurement data, which is public record. It documents verifiable facts — amounts, dates, suppliers, procurement method — and flags patterns worth scrutiny, keeping proven facts apart from open questions.
An exception purchase, a high price or supplier concentration is not, on its own, proof of wrongdoing. Many contracts may have valid administrative justification. The goal is to enable citizen oversight, not to issue a verdict.
Companies and people are named only as state suppliers, as they appear in the official system. Anyone named may add their response or correct a figure, and it will be incorporated.
