Spending for the year

What the Uruguayan state bought in 2009

In 2009 public procurement totalled $ 6.1 billion, down 14.9% on 2008 in current pesos. Inflation accounts for $ 540 million of that: net of it, spending fell 22.5% in real terms. $ 1.2 billion of the real change is not more spending but more (or less) coverage: 2 bodies reported in 2009 that had not in 2008, and 94 stopped reporting. A single contract is 14% of the real change: ARRENDAMIENTO DE LOCAL (Dirección General de Casinos → KALTE S.A., $ 225.2 million). Across comparable article codes (36.3% of the year), the change splits into $ -59.5 million from unit prices and $ -383.1 million from quantities — quantity dominates.

From one year to the next

Each year's change, split into parts that add up exactly. The previous year is first re-priced to this year's price level; what remains is real change, and that is split between bodies entering or leaving the record and those present in both years.
