What the Uruguayan state bought in 2006

In 2006 public procurement totalled $ 8.7 billion, down 58.6% on 2005 in current pesos. Inflation accounts for $ 1.4 billion of that: net of it, spending fell 65% in real terms. A single contract is 13.4% of the real change: SOFTWARE ANTIVIRUS (Secretaría del Ministerio del Interior → ARNALDO C. CASTRO S.A., $ 1.8 billion). Across comparable article codes (25.1% of the year), the change splits into $ -346 million from unit prices and $ 180.7 million from quantities — price dominates.
