In 2025, state procurement reached $ 179.6 billion, a 16.6% decrease compared to 2024 in current pesos. Inflation accounts for $ 10 billion of this change. Excluding inflation, real spending fell by 21.2%. A single contract, SOFTWARE LICENSE (Administración Nacional de Usinas y Trasmisiones Eléctricas → ARNALDO C CASTRO S A, for $ 11.5 billion), represents 25.2% of the real variation. In comparable categories, which make up 26.1% of the year's total, the change is split into $ -2.1 billion from unit prices and $ 10.9 billion from quantities purchased, with quantity being the dominant factor.
