What the Uruguayan state bought in 2011

In 2011, state procurement reached $ 9 billion, an increase of 32.7% compared to 2010 in current pesos. Inflation accounted for $ 485.2 million of this change. Excluding inflation, real spending increased by 25.6%. A single contract, SERVICIO DE CONSULTORIA (Secretaría del Ministerio del Interior → GALMOR S.R.L., for $ 1.5 billion), explains 88.7% of the real variation. In comparable categories, which represent 40.7% of the year's total, the change is distributed as $ -442.2 million due to unit price variations and $ 574.1 million due to variations in purchased quantities, with quantity being the more significant factor.
