Spending for the year

What the Uruguayan state bought in 2013

In 2013 public procurement totalled $ 15.8 billion, up 24.6% on 2012 in current pesos. Inflation accounts for $ 1.1 billion of that: net of it, spending rose 15.8% in real terms. $ 800.2 million of the real change is not more spending but more (or less) coverage: 35 bodies reported in 2013 that had not in 2012, and 12 stopped reporting. A single contract is worth 1.1 times the whole year's real change: BOLSA ESTERIL PARA MUESTRA (Administración de las Obras Sanitarias del Estado → BIOTEN SRL, $ 2.3 billion). Across comparable article codes (34.4% of the year), the change splits into $ -1.1 billion from unit prices and $ 691.9 million from quantities — price dominates.

From one year to the next

Each year's change, split into parts that add up exactly. The previous year is first re-priced to this year's price level; what remains is real change, and that is split between bodies entering or leaving the record and those present in both years.
